GALLE, SRI LANKA - JUNE 25: Najimudeen, 7-years-old, a tsunami victim who lost his mother and sister on December 26, 2004 looks out from his United States Agency For International Development (USAID) temporary shelter along the railroad tracks June 25, 2005 in Galle, Sri Lanka. Tens of thousands of people who were effected by the tsunami are still waiting for aid. According to a survey by OXFAM, the poorest people have suffered the most from this natural disaster. Many homes that were destroyed, less than 100 meters from the ocean, are not allowed to be rebuilt until the government decides where people should live, forcing them to live in tents.
