(FILES) A reluctant Vietnamese returnee shown in file photo dated 08 March 1995 as he is pushed into a plane by the Hong Kong authorities under the Orderly Repatriation Program. The program was introduced in 1991 to evacuate the crowded camps that at their peak in 1990 held 60,000 asylum-seekers. The UNHCR has praised the Hong Kong government for its handling of the situation, whereas Beijing has repeatedly stated that they do not want any refugees left in the territory when they take over 01 July.
