Senate Democrats Call For Reduction In Heating Cost
WASHINGTON - NOVEMBER 8: (L-R) Sen. Charles Schumer (D-NY), Sen. Hillary Rodham Clinton (D-NY), Sen. Jack Reed (D-RI) and Sen. Byron Dorgan (D-ND) hold a news conference to call for Congress to provide relief to working families from high heating costs November 8, 2005 at the Capitol in Washington, DC. According to a press release, Sen. Dorgan is advancing legislation to create a "Windfall Profits Rebate," which would be funded by a 50-percent excise tax on windfall oil profits made by the major integrated oil companies. Windfall profits are defined as revenue from prices over $40 a barrel for oil. "There is no free market when it comes to oil," Dorgan said. (Photo by Chip Somodevilla/Getty Images)
